Cubase 9.5 and PreSonus Studio 1824c

Hi Folks.
After many years of faithful service, my Focusrite Saffire 6 died. :(
I purchased a PreSonus Studio 1824c from Sweetwater.
Needless to say, if I am writing here, I have problems and was unable to solve them by looking through YouTubes and other posts. Here is the system and its setup.

The Machine:
Dual Quad-Core PC (Dell Precision t7400)
64 Gigs of Ram ( in 4 Memory towers)
Typically 15-20% of CPU when Playing 30 or more tracks
Typically 15% of Memory with playing 30 or more tracks
MAXIMIZED Paging files on all 5 drives

The Interface:
SR: 44.1
BlockSize: 2048
Input Lat: 50.93ms
Output Lat: 48.5ms

The Software
Build 9.5.50

I STILL have Rice Krispies..."Snap, Crackle and Pop"

The CPU's are 2.0GHZ, and so I have ordered 3.3GHz CPU's via eBay (so old it cost me 35 bucks for two of them)

YES, I realize I need a new machine.
But for now, I need an option that DOES NOT require a several thousand dollar outlay - as it was I spent 500 for the PreSonus that I really did not have in my budget.

Try to test your system by using LatencyMon utility, please.
