converting .arr files in sx 3.1 doesn't work

Hi all,
A client sent me some old .arr files and wants them converted. Only midi. She doesn't have the .all files.
They seem to import fine in Cubase SX 3.1, but no tracks appear.
They are around 4-9 KB. I checked in a hex editor, and they are not empty.
Any suggestions ?

only the .all files can be read. i don't think .arr can be read. but i'm looking for a way to do the same thing and i have a lot of old .all files that need to be converted to .cpr files if you can help.

provided that you have a legit copy of Cubase - any version..
